Question on the Voice Vote, $87 billion and our Senate Cowards

Question on the Voice Vote, $87 billion and our Senate Cowards
From what I understand, the Senate gave final passage for *'s $87 billion giveaway to Halliburton, Bechtel, et al., with a voice vote involving only 5 Senators. The voice vote was 4-1 in favor. However, was there a previous vote on the package before? Did the entire Senate cast a vote in favor/opposition to the bill prior to the voice vote? If so, what was the vote tally?
