Questions about Philadelphia

What are the red areas closer to the center of Phila? And why is the West all blue except for a few areas right by Montgomery County?

1. Brief explanation
The areas near Montgomery County :

Ward 21 is a white working class area (Manayunk and Roxborough).

Ward 9 is Chestnut Hill (considerable amount of upper class old money).

Wards 5, 8 and 15 would be Center City (high liberal population).

Ward 27 in West Phila. is the University of Pennsylvania area.

6. Ok
Thanks. I was wondering why those isolated islands of red were surrounded by the blue sea.

3. ....
Yeah, it's pretty much racial. I like a few minutes from Northeast, it's all white.
