AUSTIN -- Five police officers were supposed to be protecting a Central Texas power plant against possible terrorism, but they went fishing instead.

George W. Bush was protecting Texas from the North Vietnamese Army during the war, and he did a fine job. None of them ever attacked Houston, did they?
