What happened? Why did Byrd stop?
Was there some procedural rule called?

1. I don't know, but...
he appeared so downcast when he was finished.

Lately, I've been thinking how hard it is, at my age(57), to see the country take such a turn for the worse. I can't begin to imagine how he must feel.

3. His voice seemed to be more like mumbling to me
I had a hard time understanding what he was saying and it seemed to me he was reading something he had seen for the first time.
