Would passage of Biden-Lugar have stopped the Iraq War?

Would passage of Biden-Lugar have stopped the Iraq War?
In reading the text of the Biden-Lugar resolution, it's hard for me to see anything that would have stopped the Bush Administration from going to war and achieving the same disastrous results we currently have. Maybe some of DU's resident experts can see what I can't and could explain how the outcome would have differed had Biden-Lugar won out over the Iraq War Resolution. Thanks in advance for the help.

Specific questions:

1. Failing to get a resolution from the United Nations as required by section 2(b)(1), isn't it possible the Bush Adminstration would have then invoked a "grave threat" from Iraq's WMDs etc as required by section 2(b)(2)? The discovery of an absence of evidence after the war would have been blamed on "bad intelligence".

2. Wouldn't the reporting requirements of section 3(b)(1) simply have been sidestepped with boilerplate?

3. Finally, wouldn't section 4(a) have removed the 60 day limitation of section 5(b) of the War Powers Act, meaning the Bush Administration could continue wallowing in Iraq as long as public opinion allowed?

NOTE: Sorry if these questions have already been asked and answered. If someone could link me to the previous discussion(s), I'd greatly appreciate it.

1. Kick. Sure it's my own post, but just remember, I could have retitled
it "Dean and Kerry appear together in Paris Hilton sex tape" and gotten lots of hits. A kick is nothing in comparison.
