What exactly is actionable intelligence

when we are now rapidly responding with deadly force against "suspected" terrorists in Iraq?

Isn't that just another way of saying we're now bombing and straifing against any target rumored to be part of the resistance?

If that's true we're in a "mow 'em all down" scenario.

Aren't we?
