4. I believe he wants an Arkansas Republican
so Bill Clinton can run against him/her for the Senate.

Bill may be waiting a while; Arkansas has elected Democrats to the Senate in about 95% of the elections held since 1940.

5. Before Hutchinson was elected in 1996
the last repuke Senator from Arkansas was appointed during Reconstruction, right after the Civil War.

If Clinton had wanted to run for Senator from Arkansas, he would have run against Hutchinson last year.

Arkansas doesn't need any repuke Senators. Having a loony repuke governor is bad enough.
