But the call for draft board volunteers came on the heels of reports that military reserves for Iraq security are stretched thin - thinner than after Operation Desert Storm in 1991.

And recent predictions of a protracted battle of attrition in Iraq have aroused public concern that the government is poised to return to the draft.

On Monday, the announcement for draft board volunteers disappeared from the Defend America website. DOD spokespersons refused to speculate on why the ad was pulled.

SSS spokesperson Pat Schuback said that while his office has no control over Defense web material, the defense department still referred inquiries about the pulled disclaimer over to the selective service.

"We don't know why they (pulled the ad), but we don't mind," said Schuback. "We're happy to get the publicity."

And getting the word out through the Internet has worked for the SSS. As of last week, 84 percent of draft board vacancies had been filled.

SSS spokesperson Dan Amon said it would take a "crisis of World War II proportion" to reinstate the draft.

College students are not only eligible to sit on draft boards, but may be among the first draftees, should the government move toward conscription. Draft board applicants must be 18 years old and U.S. citizens without prior military service.

During the Vietnam War, full-time college students could apply for permanent exemptions from military service. Today, a student can have his service deferred only until the end of the academic semester.

But reinstating the draft is no walk in the park.

"It would take an act of Congress and a presidential signature," Amon said. "You can't click your fingers to start the draft."

Political analysts calculate that a return of the draft would be political suicide for a sitting president.

In a draft, a lottery would determine - by birth date - which men are to serve.

"The first men drafted would be those turning age 20 during the calendar year of the lottery," according to the SSS website.

Twenty-one-year-olds are in a second priority group, 22-year-olds are in a third priority group, and so on, up to age 26.
