Bush signed Bill to change votling law?
I missed this.

(CBS) One week before Election Day, President Bush signed legislation Tuesday revamping the nation's voting system and guarding against the kinds of errors that threw his own election into dispute two years ago.

"When problems arise in the administration of elections, we have a responsibility to fix them," Mr. Bush said Tuesday as he gathered several Democratic and Republican lawmakers behind him.

The measure, which passed Congress overwhelmingly, sets the first federal standards for registration and voting, and authorizes almost $4 billion to buy new voting machines around the country, reports CBS News Correspondent Bob Fuss.

"Every registered voter deserves to have confidence that the system is fair and elections are honest, that every vote is recorded and that the rules are consistently applied. The legislation that I sign today will add to the nation's confidence," Mr. Bush said.

Under the "Help America Vote Act," states will receive $3.9 billion in federal money over the next three years to replace outdated punch-card and lever voting machines or improve voter education and poll-worker training.



This makes BBV all the more important as I am sure they will be pushing for computerized machines.

2. GOP using HAVA's disability provision to stop paper trail requirement
As if having an audit procedure to compare to recorded vote means those with difficulty reviewing audit material have had a difficult time voting.

The lack of logic is obvious - but the above is the basis for the National League of Women Voters not pushing, because there may be this downside, any paper trail.

3. Well, the DOJ just issued opinion that paper is ok for disabled
Can we count the silly ways they've tried to bamboozle us?

- we can't have paper because we might sell it
- disabled people can't vote on a computer if there is paper in the printer
- If you have paper, it's a "double ballot box" (news alert: then an optical scan machine is a "double ballot box" too)
- If the paper and machine don't match, which one to use? (how about the one the VOTER has verified!)

4. This Article Reports the Signing of the Appropriations Bill
that funds HAVA. It also funds the formation of the committee that is supposed to oversee the HAVA rules.

Of course, they would push to get this out and funded because the Repugs stand to lose if they don't have those voting machines in place. What happened to the funding for No Child Left Behind or Infrastructure, or to support Police and Fire?
