The 2 online paragraphs that say the first Draft Lottery could be 6-15-05!
After spending and additional $28 million in 2004, the SSS will have reduced activation time for a draft from 8 months to 75 days. 20 year-olds are inducted first, hundreds of thousands of them. From the Selective Service 2004 Budget:

ANNUAL PERFORMANCE REPORT

An annual report providing the results of the implementation of these performance
measures will be submitted by March 31, 2005. This report will address attained versus
planned levels of performance, explain unattained target levels, and identify where and
how strategies, performance goals, and performance indicators should be changed to
ensure that the SSS reaches its strategic and annual goals and objectives.


Later on:


Strategic Objective 1.2: Ensure a mobilization infrastructure of 56 State Headquarters,
442 Area Offices and 1,980 Local Boards are operational within 75 days of an authorized
return to conscription.

Any questions about what a return to the Draft Lottery might mean to you or someone you know--every young man between 17 and 20 right now would be the first to go in 2005--can be asked here on this thread in 2003. Congress would have to authorize it, which would be easier on March 31, 2005 than before the election.

This will happen because the Volunteer Army will not get the re-enlistment rate it has always enjoyed nor the recruitment rate. That is now history. It's either draft or PNAC watches the Russians and Chinese control the Central Asian and Mideast oil.

2. Nice to know bush has a plan to reduce unemployment
People in the Armed Services are considered employed, right? Such a brilliant plan to reduce the uemployment rate while we gain control of the world's major sources of oil. What extraordinary luck for all those currently unemployed young black men who cannot afford college tuition, and their white counterparts. And I know we'll have plenty of Shoshannas and Jessicas waiting to earn their Purple Hearts, too.

Ah, bush, so stupid, and yet, so cunning.

And I hope there is a bigger chorus and soon.

With Bush as pResident a draft is inevitable and necessary, even if he gives up PNAC his second term- which is nearly impossible to conceive.

Morale will weaken recruitment and troop strength beyond even the mininum pre-war requirements. It doesn't have to be massive or the majority, just a minus in the Guard and the Regular Forces. The person and policies of Bush are responsible. The Guard has already been overused and no major war or occupation has really been initiated(Korea, China, Cuba.)

IF there is some provovcation big enough to justify recalling all the soldiers again whether they want to or not, it would also be big enough to trigger and demand the draft. Terrorism only grows and thrives and the dominance goals will demand more troops than ever they planned.


Bush alienates allies and incompetence shows unnacceptable risk for both soldiers and governments. Poeple Bush counted on fighting each other seem to be coming to some sort of agreement we are the common enemy. More will be emboldened to yank the Yankee chain especially, as in Vietnam we have allowed our "invincibles" to be bled at will in a bungled effort. Any "change" in Bush himself or his policies will not change this one bit. The dream of retreating to atomic, remote bullying with surrogate mercenaries is shrinking as well.

If a trusted leader(Democrat) is elected, the situation could change enough either to avoid a draft or, limiting it, have the military trusting more they will not be sacrificed for evil ends benefiting plutocrats, not creating atrocities instead of honor.

With Bush a draft is a fact of death.

5. Democrat doesn't necessarily mean no draft, remember.
Just keep that in mind -- the more I follow politics, the more I get the impression that it isn't just the Republicans out to give out the shaft to everyone who isn't a corporate donor.

It wouldn't be that hard to fathom a democratic president saying that the draft is a good idea and even fighting for it.

8. A Democrat President would be less chance of a draft for the following
reasons:

1. World community will help in Iraq with troops as long as Bush isn't Prez

2. PNAC game plan to dominate world oil supply never goes into full swing (war on terror becomes CIA/police action and focuses on Osama)

3. Democrat would pump up Veteran's benefits and meet needs of troops better

4. All of which would lead to a higher re-enlistment and recruitment rate, negating the need for a reinstated draft in the first place!!!!!!!

9. What of the Democrats who say they want a draft?
I remember that a few months ago, the guy who first introduced a bill that would reinstate the draft has a D next to his name.

Moreover, I'm not so sure of the first reason you cite. I strongly suspect that the world community is pretty pissed off as it is, and the only support we'll get in Iraq no matter who is president is from the UK. If you have evidence to the contrary I'd like to see it.

I don't see evidence of the third, either. While you and I are certainly in agreement that veteran's benefits and troop needs should be met if we're going to be sending them off to kill and die, I'm not sure that it's a definite.

The case can be made for a higher re-enlistment rate, but something in the back of my head tells me that the recruitment rate won't go way the hell up. A lot of people, especially now after Dubya, are prejudiced toward the military one way or the other. I don't know many people who are on the fence about joining the military. Either they are and they're pumped about it, they are for college money, or they think it's a horrible idea.

Just my thoughts.
