all it does is submit the word you used and count how many hits it gets when it submits it as say "legalize" +"dean" and then goes through and submits the word with the rest of the candidates names and checks each one for the number of hits.

If you'd read the paragraph that followed the one you quoted, you'd see that they go beyond a straight measure of popularity and do, in fact, use their own algorithm.

We are using different formulations for the user-defined Google race and the predefined and analysed trends. The predefined trends use only the Total Results, to give an estimate of how well candidates are penetrating into American conciousness on key issues. The user defined searches are different, calculating a percentage to see which candidate is seen mostly, relative to their own web presence, as having the characteristics that the user searches for.
