George Bush, Inc. versus Mexico
I'm working on an article about how Mexico has been affected by the United States, with an emphasis on the Bush administration. I'll certainly mention Mexican farm workers, illegal immigrants and the squabble over the Colorado River. I'll also discuss the WTO rendezvous in Cancun.

Can anyone offer some tips on the following?:

POPULATION - I think I recall reading about efforts to control Mexico's exploding population that were fought by the Dope... er, Pope - and George Bush Senior. Can you shed some light on that? Did King Bush I have some official policy relating to Mexico's population or was he involved with some organization that objected to family planning in Mexico?

OIL SPILL - I think I recall a Mexican oil spill that fouled beaches in Texas. As I recall, Mexicans were lax in dealing with it, apparently seeing it as an act of revenge for something or other - perhaps the Colorado River, which is nearly sucked dry before it reaches Mexico. Any leads?

Can you think of any other items I should include in my article? Are you aware of any Mexican organzations that are fighting George Bush or Microsoft or any particularly harsh punishments or snubs Bush has leveled at Mexico?

Thanks.
