And they've been doing so for a long time. Right now, I'd say Cheney is probably the single most powerful man in the country. Bush probably thinks he is... but he's got an Edward II sort of power.

Energy, Pharmeceuticals, HMO's, Financial, Military contractors, the NRA......the list goes on and on. They contributed mightily to the GOP and now they demand their return on investment. Of course the GOP leaders are all heavily invested in these corporations, which makes them part of the problem as well. As far as a clear cut leader, it's more of an ideology that leads, not one particular person. Cheney would probably be the ideologocal geru of the group, the puppetmaster, but many share in the decision of which particular strings to pull, with Bush being the maleable puppet the audience keeps it eyes on.
Bush himself does not posess the intellectual firepower to wade through issues, he delegates others to formulate the proper ideological position, then parrots them to the public.
In plain terms, Bush is a sock puppet.

King George I reigned for four years before being deposed by a Democratic revolution.
King George II has assumed power now, guided by the very same ministers who guided King George I. Together, they are working tirelessly to undo all the good that was achived following the Democratic revolution of 1992.
The heir apparent is King John, the brother of King George II. Further down the line are King George III (son of King John) and perhaps even Queen Jenna (The Inebriated).
Nothing short of a second Democratic revolution will halt this monarchy.
