Congress passes partial ban on lions and tigers
But what I don't get is why they didn't ban the sale outright instead of merely banning interstate sales?

The House yesterday unanimously approved a measure designed to discourage individuals from acquiring lions, tigers and other "big cats" as pets. ..........................
