11. Can't Figure how US Soldiers can sue Other governments

Joining the military is voluntary. Do all the hundreds of thousands of combat military personnel have the right to sue governments they fight against?

What about all the families of soldiers who have died in Iraq? Don't they have the right to sue for their loss?

One of our strangest and most misguided laws is the one that allows individual US citizens to sue a foreign government. It's not even logical, and it could have great effect on foreign policy.
