Why is ABC News acting like the Medicare bill has been passed already?

I actualy heard ABC report the news, counched in terms of what will make Bush happy, and un happy.

Early on I was writing to Kerry alot, got a Chistmas Card from him and his wife. I was constantly trying to get him to blame that vote on Bush lies. I thought it was a legit loophle. He stands behind it though. ??
