The jobs are gone because GOP owned business chose to ship them out, not Clark. Clark responded by saying "we want to stay on top" and those less myopic than you can clearly see that he was referring to the USA's ability to do it better than India's. So ship out the hack jobs if you must but let the USA lead. Clark can do nothing about the bad choices made by conservative American Corporations. Blame him if you need to.
