Saw someone come up with this recently:

Uncle Sam's Army Packages Anthrax Terrorized Representatives Into Obliterating Tolerance

Uncle Sam has positive connotations to some, so I prefer this revision:

Underground Shadow Authority Pushes Anthrax-Terrorized Representatives Into Obliterating Tolerance.

The Shadow Authority is a play on Shadow Govt., which is real and in part actually in subterranean locations (Cheney's bunker etc.) Although I also thought of Underground Syndicate of Ashcroft...

Any ideas? Let's hear them...
