Karl Rove's BIG Strategy: The Unfinished Pendulum
Here's the way it works: Screw the Hell out of everything you can - the economy, education, other nations and the environment. Then, shortly before the re-election campaign hits its full stride, start improving a few things marginally. For example, if you lost 5 million jobs, try to create 5,000. If you screwed the average American out of $50,000, give them a $500 rebate.

Then you can honestly say "Things are improving!" - even if you renew screwing people even more ruthlessly after you steal the White House again (maybe even with a mandate!).

That is one of the major strategies they are using. Instead of using it in a frontal assualt they are cloking it and coming behind the rear. You can look at the latest Medicare bill as the most recent example. It's designed to cripple Medicare over some years, rather then all at once where there would be public outcry.

...drown all opposition in a wash of well-funded sludge.

Look at the statements of GWBs GOP opposition for the nomination in the days before their withdrawl, and following their withdrawl. Look at the 2000 General election, before and after the voting took place...

5. Full-Spectrum Dominance
Title of a comprehensive book on the strategy of giving so many tax cuts that it starves social programs (i.e., wealth stays at the top). I forget the author but it basically covers all of this.
