Government's big spending could whack tax cuts

Domestic, discretionary government spending -- outlays excluding defense and entitlement programs like Medicare and Social Security -- rose 7 percent in fiscal 2003, according to the Congressional Budget Office.
Since Bush took office, such spending is up by more than 20 percent. Excluding homeland defense, it's still up by 13 percent.
Last February, in submitting his budget proposal for fiscal 2004, which began Oct. 1, Bush again called for a 4 percent cap on spending not directly tied to the defense of the nation, arguing it was practically immoral for government spending to grow at a rate faster than spending by the average family.
