They said there was an imminent threat, that he was hiding actual WMD and we would find them. Then they sort of morphed into "plans" and finally "intentions."

No wiggle room IMO -- but if that's his opinion, let him say it! He knows it was all BS....last WMD was mentioned, GWB was saying they had them in 1989!!! Now that is lame.
