There will be long trials, and then he will be punished next September, right before the GOP convention.
And even if Saddam discloses all of the criminal shit that Reagan and poppy did, why would that make a difference? All of the evidence and proof in the world will never stick to Bush or Reagan.

Who would believe anything Saddam Hussein says anyway? If he states unequivocally that he bought WMD's from Reagan/Bush and has documented proof, no one will ever trust anything he says. As a matter of fact, I think that some WMD's may just start "showing up" because of Saddam's "leads". There may be a show trial, but he is as good as dead now. All they want is info whether real or not.
