The service that WorldCom set up is exclusively for US contractors and the military. It uses the cell protocol common in North America -- not the one used in Europe and the Middle East (and elsewhere).
The one that the Bahraini company set up is the only phone system that will work with the phones that Iraqis are able to obtain. The contract for civilian service is still years away.
Proconsul Bremer doesn't want them to be able to talk to one another on the phone -- that's what this is.
