Notice that word "probably" in there? That's their way of making a point without having to prove anything. It would have been more accurate to say "possibly," but that's asking too much of anyone from the Cato Institute.

Let's blame the Repub Congress for driving Clinton to infidelity, shall we? I mean, people do need release from relentless tension.

FYI- CATO is a conservative group. I consider Clinton a moderate Republican.

5. Bush has no belief structure
On economic policy or otherwise. It's about money for his friends, family, and campaign donors. He'll get it to them by way of war, tax cuts, or massive, unworkable programs.
