if he's clearly in control then it will stay at yellow. If he's failing (which I suspect he will) then orange with a slightly red tinge to it

Especially under a "terrorist" attack.
Funny, how it would happen, since he has to have 14000 security guards to visit a "friendly" country which backs "our" war.
Imagine the kind of security forces he would need to show up in an "unfriendly" nation. (Remember, when he went to Iraq, he was at the airfield surrounded by our military, plus the grand total of 200K or so troops in Iraq.)
