2. Zell Miller

He's so partisan that even though he votes with the GOP more often than he does with the Dems, he sides with the Dems when it comes to committees, President Pro Tempore selections, and proposals to defect. Thus, his cabinet secretaries, etc., will all be Democrats and not Republicans, even though some will be Republicrats.
