And it is more of a loose-knit "hub and spoke" type of conspiracy.

Watergate taught these guys a lot on what not to do while pursuing illegal RICO-violating goals. One of them was that tape recordings must NEVER AGAIN be employed in the halls of Imperial Power.

Thus, the VRWC has always been somewhat in the open (not wholly, of course, but just enough to allay suspicions), in keeping with the different mores of America.

Suffice it to say that some of the principals involved in forming this think tank are in high places in our government today.
