3. actually, EP has the best climate IN all of Texas |

for a decent sized city, that is. EP is about 47 feet above sea level, meaning that its humidity is usually quite low, and that evening temps drop quickly. Almost all of Texas is FAR more sweaty than EP. As a Houstonian who have lived in many Texas locations, including west Texas, I know that Texas has an abominable climate.
If you looked at the previous year's ranking, El Paso had moved up from 23rd last year. Peculiar that a city would rise so much. I have to wonder about that study.....
