DS9 being my favorite series, its really hard to choose...
Best: "Entra Arma Einem Silent Leges" -- Id give this the 1 spot if I had to choose edit: #2 "in the pale moonlight" forgot about that one. "Adversary" "Visitor" "THe Siege of AR-558" "Honor among thieves" "The Die is Cast" "In Purgatory's Shadow - Inferno's Light" "Take me out to the holosuite"
Im sure im forgetting a dozen others Worst: "He who is w/o sin", although its not as bad as some other serie's worsts.

It and Yesterday's Enterprise are the two darkest episodes in Trek and it is strangely appealing to look at the other side of things some.

the first three seasons were rather hit or miss I thought, either really good or not so good...but from season 4 on the quality just starts to be really good and really consistant.

The Odo-based episodes were interesting at first, but I thought that the whole jelly people (I forget what they're called, DS9 ended a long time ago) angle was tedious.
At some point, all of the possibilities of the first few seasons were wasted for soap opera junk. The federation war with the people from the Delta quadrant was interesting, as were the Cardassians. However, Bajor was never really developed either. Instead, we get episodes about the jelly people and lame storylines about Kira and Odo.
The episode where the ferengis go back to the 1950s and the one where the crew goes back to the original enterprise were pretty good.

No, seriously though, as much as I really hated Quark and saw him as the death knell of Star Trek
Berman: Ooh, time for a campy little cliche "catch" character to bring in the viewers because all the hit shows are doing it. It's the Star Trek equivalent to bringing in a baby in a sit com, or having a catch line like "Whatchoo talkin' 'bout" like all the great shows! Oh, I know! Let's have the character provide a list of "rules of acquisition" that the fans can collect and trade with each other! That'll bring integrity to the franchise! You think we can cross-sell with Olive Garden or Cracker Barrel on this one?

anyway - back on topic - hated Quark, but have to admit I've not seen enough DS9 to have an opinion on best/worst- but I liked all that I saw. Some weak spots in the early episodes, but then what series doesn't? Overall, what I saw I thought was quite good. All I can do honestly at this point is bitch about worst character in a Star Trek series. And then Neeliz gets spot number 2, and 7 of 9 number 3.
