Ken Lay turning himself in reminds me of the Chapelle skit...
..where he supposed what would happen if we treated black drug offenders like we did white executive criminals and vice versa. It had them busting down the door of a yuppie insider trader and beating him up and grilling him in the interogation room.

Meanwhile it had Chapelle as a black crack dealer who was talking to the police and they were calmly negotiating when he should turn himself in and the police were being super deferential and apologetic to him about the inconvenience.
