Any suggestions for a dog with an irritated throat?

Any suggestions for a dog with an irritated throat?
He's a boxer mix. Every once in a while, he chews on a stick or something that irritates his throat. Then he starts licking everything in site (floors, walls, furniture) and coughing. He's usually fine after 2 or 3 hours.

Is there anything that soothes a dog's throat?

2. We took him in the first time when it was really bad.
The vet said his throat was irritated and prescribed a steroid. The next time we called the vet and she said it wasn't bad enough for medication - just give him plenty of water and don't let him lick everything.
