What's the HBO "technical performance test"?

What's the HBO "technical performance test"?
At the end of an episode of "Mr. Show", HBO2 (I think) put up a screen that said:

"For the next 90 minutes, HBO will be conducting its monthly technical performance test. Scheduled programming will resume following the test."

That was the point when TiVo stopped recording. Has anybody else seen this? Do they actually broadcast anything on-screen while they do this, or is it just a bunch of nothing?
