12. But the base is certainly over-engineered,
assuming the vessel will be used to hold only water, or occasional ice + water, or other liquid/solic of approxiate density of water, at relatively standard temperatures and atmospheric pressures.

I think your safety margins may be far too generous, unless you are engineering for possible use by drunks or children, who might hold the glass at excessive tilt from the gravity vector, and/or move/hold the glass with sudden and possibly catastrophic shifts of acceleration and de-acceleration.
