No, 7>x<9 means 7 is greater than x, but x is lesser than 9.
If you break it down, you would get:
7>x, which means 7 is greater than x.
x<9, means x is lesser than 9.
I hope this clears up your problems with pre-algebra.

7 is greater than x. What could x be here? (6), not (8) and x is less than 9. (6) or (8).
How does that answer: "I'm thinking of a number between 7 and 9?"
