Only allow thread participants to rate a thread.

There is a very simple solution to this problem.

Rate the threads higher yourself. If something is good, give it a good score. If something is lame, give it a low score.

I actually think this could be a really great feature if people decide to use it. IMO, a lot of the threads in the General Discussion forum actually deserve to be rated "1". I think it's useful to know what the good threads are.
