I am typing to you on an angle!! My desktop is 2/3 the size of my scrren, can't get to my start button, windows are all2/3 the size and on an angle and the font size has changed much smaller.....

The menu ones?
Also to get to your start menu you can use the Windows button on your keyboard. It's right next to the CTRL key (assuming you have a standard keyboard).

Sometimes restarting the computer will resolve the problem, unless someone has changed the settings or resolution.
If your keyboard has the Windows Logo key, you can get to the Start Menu. Then you can either Restart or click (or arrow up/down) on the Start Menu to get into the Control Panel - Display - Settings to try to fix the resolution.
Not sure about the angle thing unless someone changed the monitor settings on the function menu.

7. Monitor adjustment buttons |

Some monitors have buttons along the front bottom edge, whereby you can adjust the desktop image to better fit the dimensions of the screen itself. These might include some kind of "skew" buttons that can angle or otherwise warp the picture (concave/convex). But that wouldn't account for your Start button not being seen...
