My father, grandfather, and brother are all cops. It won't help you if you're speeding in a residential, or if you're being stupid (25 or 30 over the limit), but in other circumstances, yes it does.

If you get pulled over and you're doing 15 over the limit and don't have your seatbelt on (if you live in an area where that is required) but you are polite and deferential to the officer, don't argue when he tells you how fast you were going, and have an FOP sticker, you won't get a ticket.
If you make an illegal lane change or run a red light or something like that, but you're not really putting anyone else in danger (i.e. when you ran the red light you didn't cause six people to slam their brakes and nearly wreck), your FOP sticker will mean you won't get a ticket.
If you don't have your proof of insurance, do something that nearly causes a wreck and they see you, are speeding enough to just be stupid (25 or 30 over the limit) or if you get an attitude, you'll still get a ticket.
Another tip: don't "sir" them to death. Obvious sucking up pisses them off. Say sir once or twice, but no more. Also, it helps if you call them by their proper rank (one stripe is officer, two stripes is a sergeant, three is a lieutenant).

But, your donation won't help the FoP very much. The last time I looked their fundraiser only passes about 10% through to the FoP. Ask the fund raiser for the name of his organization, then call you back. Then check them out here: http://www.give.org/reports/index.asp
