4. An old Bugs Bunny cartoon
where Elmer Fudd is a Viking and Bugs is disguised with blond braids, and Elmer sings "Kill the wabbit, kill the wabbit" to the tune of "The Ride of the Valkyries." I'm not sure which actors should play either of them, though.

jim carrey for Bugs, Ian Holm for Elmer...

In particular, the episode with the survey ladies in the mall asking "Would you like to take a survey? Do you like beans? Do you like George Wendt? Would you like to see George Wendt eating beans?" and the little duck who says "Elevator go down the hole!" Also the episode where Barney the Dinosaur is getting the anvils dropped his head.'

Maybe cast Jim Kerry as Wacko. Dunno about the other 2.

I'd suggest Dagwood Bumstead for W.,
the katzenjammer kids for the twins, garfield for Karl rove, and zippy the pinhead for Rumsfield.

then again, that would be typecasting.

Jim Carrey should play all roles.

12. I've been thinking about my question and I would have to say
Battle of the Planets from the 1970's BUT I would love the character development of the 2003 comic book.

I also think Johnny Quest could be a semi good production.
