So, sometime between 1999 and 2004.

The reverse you saw is just a temporary commemorative celebrating the Lewis & Clark bicentennial.
Monticello will be back. I wish they'd bring back the buffalo instead.

They printed a limited number of nickels to commemorate the Lewis and Clark expedition anniversary this year. Hold on to them, they are hard to find.
Monticello will be back next year.
