Basing the whole thing on one line is a good start, but here are a few other things that, if strictly adhered to, might actually get you hired as a writer:
1. Make sure the sketch goes on way longer than it should. The point is not to be funny, but make it to the next commercial break.
2. Remember that characters are not "real people". Any resemblence to real people should be removed and replaced with a catch phrase that can be repeated ad infinitum.
3. Use an SNL character that was funny once, but ceased to be funny ever again.
4. Whatever you do, do not have a point. The sketch should have no plot. The characters must have absolutely no goal whatsoever.
Sorry. I hate SNL. It's personal. I'll shut up now...

I think Hammond does that for SNL. Do the townhall-type meeting with the troops and have them ask ever more embarassing questions. If SNL had any guts anymore, this would be the story/skit to explore and open with, IMO.
