I clean out my temp internet files sometimes when it gets to big and notice these files, is this a sign of a virus or spy-ware? When I first got the machine I never saw these files before. I have an emachine/Windows 98.

desktop.ini is a file that describes the folder properties, basically. If you customise the folder or change its properties...say, by changing the icon, making it a shared folder on the network, etc., that's recorded in desktop.ini.

It's a hidden system file that customizes the way that particular folder is viewed within My Computer, etc. It is supposed to be there, and if deleted it will simply be recreated when needed by the system. It's best to leave it alone.
