Flair is a Republican, so Bush can feel comfortable with him.

This Cabinet position is useless right now, so Bush might as well just nominate almost anyone. It might be entertaining to hear Secretary Flair on television, announcing the latest terror alert, with one of his patented "wooooooooooooooooo's"

Then again, maybe it won't be so entertaining.
