That's something, if you think about it, that he wouldn't know if he knew. You see, there are times when you can't know if Rumsfeld is stupid. But you can't just assume that he isn't--or that he is. So what do you do? It's tough, yes. But you can have the smartest SecDef in the world and he can make stupid decisions, and you can have the stupidest and he can make the right ones for the right time. Is that all that matters? Perhaps.
