Just heard on the Police scanner
that they've let some peopel off with speeding tickets as long as they made a donation to the toy bank. Does a cop have the authority to make that decision?

1. I did hear something
about that, where in certain areas if you were picked up for speeding you could pay your fine by making a donation to the toy bank.

2. Has discretion whether to give a citation

but when it involves exchange of goods or services - even for charity - that borders on bribery at least.

3. probably not
But if I was stopped for speeding I'd hope the guy would be willing to give me that option.

I know they have an option of 'giving a warning'.

It is probably an abuse of power but its not a horrific abuse ya know.
