2. He did write it about Nixon :)
When he performed it live, he sang it:

Nixon's got cards he ain't showin'.

At least he did on the 3 or 4 live versions I've heard.

3. I Didn't Know Any Background on the Song
My musical interests lay elsewhere back in that day. Anything that got plenty of airplay (usually AM back then) was just background noise to me. I do recall a couple of friends arguing that he wasn't overtly calling out Tricky Dick - that his comments were directed toward 'The Man' generically. As I said earlier, I disagreed with their assessment - and now I feel vindicated!

My friends comforted themselves in the notion that the war in Vietnam was winding down, but I wasn't so comfortable by a long shot.
