Now, all you gotta do, in some places, is look at a police officer wrong. Before you know it, you'll be on the ground, twitching.
And if you show any sign of recovering, they'll taser you again. And again.
I tend to think that it's precisely BECAUSE the taser is assumed to be non-lethal that they're all the more willing to use it.
(This post is not intended as a knock against all the good cops out there. For I do believe they make up the majority. But it only take a few...)

There is legitimate concern that the police are off using supposedly 'non-lethal' weapons at the drop of a hat and are killing people as a result. Tasers seem to be in use for not responding fast enough to any question put to you by a LEO at any time in any situation. Not by all cops, not even by most, but the number of stories in the news about people getting tasered to ill-effect (as in they died) for highly dubious reasons is a bit disconcerting.
I started to get concerned about the cavalier use of supposedly non-lethal high tech weaponry after that unfortunate girl got killed by a 'non-lethal' crowd control gun after the red sox beat the yankees. The attitude was basically 'oh well, she shouldn't have been there'. The fact that she was not a participant in any illegal activities and that the gun was, it seemed, aimed at her head (and she was not the only person hit by a weapon that is supposed to be used to launch dispersal agents above a crowd, not to shoot people) did not seem to bother the media much.
