That's a reference to the plan going back to 1995 to use planes to smash into buildings, other planes, etc., that al-Qaeda planners considered in messages to each other and in a reported plan originating at a meeting in the Philippines.

Bajinka was as "two gun" said, about the Phillippines...an operation that the best President in the last 50 years foiled. --Mr. Bill.

Now, Northwoods...wooo..that was about a "fake attack" on the U.S." by the NSC? in the '60's to make us (US) attack and take over Cuba. Because we'd be so pissed off, what else could we do? Huh?
