I'm a tax lawyer, but I've never heard of them.
I took a look at their website, and it looks like a referral service... you join and they will refer anyone who requests a consultation to that individual who signed up.
Like I said, I don't know for sure, but it looks like a marketing arrangement to me. You will probably get referred to a local practioner. That individual may or may not be good--I don't think you should take his "membership" in this society as a plus or a minus, as he or she probably just paid for inclusion on the list without peer review... or at least that is a question you should ask. When you are referred to the local professional, check out his or her qualifications through your local bar association or whatever the equivalent is for an accountant.
