For 2 reasons - first, I'm no fan. Secondly, where ever the person being tattooed wants the wretched thing - I'm not aware of any complex ettiquette about them, so it's purely personal choice.

20. Until recent years, tattoos were not considered "proper" in any place!

But I like them, if they're well-done and aesthetically pleasing. About ten years ago, I seriously considered getting one.
