8. No it is cost-share. I cannot make a profit on the fence building.

I turn in my receipts, they pay 90% of the cost reflected there, within their calculated maximum. It is a program expressly for small farmers, not huge agri-biz. You must make less than $100,000 a year total and own 100 acres or less.

I agree to rotational graze for 5 years (I was gonna do all this anyway).

I am happy cuz they will be helping me fence the goats out of a watershed, which will be best for wildlife, too. Plus, the cost share will allow me to hire the work done, rather than fence it myself.

It is a win-win program. A one-off offering, too. It will not return after Congress cuts the ag bill to trim out the programs for the small fry like me and keep only those for the agri-biz "family farmers." The millionaires, in other words.
